Some app cannot install with Apple Configurator 2 even with VPP

I just tried to install app to iPad Air 2 ( iOS 9.2 ) with Apple Configurator 2 ( OS X El Capitan ).

During the process, a dialog pop up and tell me some app cannot be install.

I found that those app with red block sign.

If I kick out those app, everything just fine..

Anyone have idea? Many Thanks!
