Keyboard layout keeps switching to QWERTY!

Whenever I change the default keyboard's layout to AZERTY or QWERTZ, add a third party keyboard, remove the default keyboard, and add it again, the default keyboard switches back to QWERTY! Also, when I use a third party keyboard and remove the default keyboard, whenever I have to enter my password, such as when buying apps, the default keyboard is automatically used to prevent personal data from being typed, but it still shows up with QWERTY rather than AZERTY or QWERTZ! Is there any way I can make AZERTY or QWERTZ the default keyboard layout?

The English keyboard, to the best of my knowledge, always defaults to QWERTY as this is the standard English keyboard. For what it's worth, you don't have to remove the default keyboard when you add a third party keyboard. In fact, I would recommend against it. If something goes wrong with the third party keyboard, and I've seen that happen, having the default keyboard available can save you a lot of problems.
