Are you currenlty able to see your notes at www.icloud.com? If so, when you restore your device and re-enable iCloud services like Notes, you will be able to see that information on your iPhone once again. In the future, you may want to enable iCloud backups which are automatic.
If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled
Archive or make copies of your iCloud data
Notes
To copy notes, open the Notes app at iCloud.com. Copy the text of each note and paste it into a document on your computer, such as a Pages or TextEdit document. Save the document to your computer.
To export your notes as PDF, open the Notes app in OS X Mountain Lion or later. Select the note, then click File > Export as PDF and choose a location.
iCloud: Back up your iOS device to iCloud
iCloud automatically backs up your iOS device information daily over Wi-Fi when your device is turned on, locked, and connected to a power source.
Back up automatically
On your iOS 9 or iOS 8 device: Go to Settings > iCloud > Backup, then turn on iCloud Backup.
