Can you restate your question(s)?
It sounds like you are asking if 60p @ 28Mbps is better or worse than 30p @ 20Mbps if your end destination is YouTube
and I'm not sure what you are asking about Premiere being involved in the export.

Jan 14, 2016 3:20 PM in response to walkdontrunby Meg The Dog,As a rule of thumb, it always best to acquire footage in the highest quality format that is practical to do so.
If your are subsequently recompressing the video for other purposes, there will be less unwanted artifacts generated in the recompression process when the original file is as pristine as possible.
