Your songs are stored in iCloud. But initially they are also stored wherever they had been stored before you subscribed to iTunes Match. And iTunes Match will keep the songs on your iOS device once you have played it there.

When I went to access my iTunes library on my phone it download everything to it and took up all my phone storage. I thought everything was cloud based and it doesn’t need to download everything to your device?
