Make a backup copy of your Photos Library, if you not have a current backup of the library.

Are you using iCloud Photo Library? If not try this:

    • Move the Photos Library from your Pictures folder to the Users > Shared folder.
    • Then switch to the other user account and repair the library.  See this Help age on how to repair:  https://help.apple.com/photos/mac/1.0/index.html#/pht6be18f93
This will change the file ownership of the internal files to the new user account.
    • Now move the library to the Pictures folder in your second account.
