Is there a way to have conditional release of assignments?

I have numerous students going through my course at different times. I would like to force them to complete a particular assignment before they can see the next assignment. Is there a way to build in this conditional release of material?

Due to each student starting the course at a markedly different time, I cannot hide and unhide material or leave posts in draft status to achieve this.
