How do I get all my app updates to show up on itunes again?
I had to go back from Windows 10 and reinstall Windows 8 now when I plug in my iphone and i go to the app update section on itunes none of my apps are there.

It sounds like you have fresh install of Windows 8 and probably iTunes.
If you don't see your previous app purchases you can redownload them.
Download your past purchases - Apple Support
Although your iPhone 4 is running iOS 5, if you ever get a newer iPhone this also may be of interest.
