FCPX backgrounds

How is possible create a backgrounds, behind another movie, with FCPX 10.2 version ?

(I have a movie with a short dimention and i want another movie in background)

put the other clip under the timeline....

You can do this by putting the larger clip on the primary storyline and the smaller clip stacked above it as a connected clip (keyboard shortcut, Q). You could also reposition the top clip by making the Transform tool active and adjusting position.
