Where to control Resume feature in 10.8.5?

I want applications not to re-open when I restart my machine. I'm running 10.8.5, and when I looked this up on-line, I saw people talking about unchecking the Resume feature in the General window in System Preferences. The problem is, my General preferences window doesn't have this! It doesn't look like the screenshots people are posting. I'm sure I'm missing something simple, but: how do I make sure my various applications don't get open whenever I reboot? I don't mean the ones in Login Items - I have some utilities in there (like Growl etc.) and those are fine. But what it does now is open things like Photoshop, Microsoft Word, etc. which are not listed in my Login Items but rather were things I had been working on (but closed!) before I rebooted the machine. Where do I control this behavior in 10.8.5? Here's what my General window looks like:User uploaded file
