Do you have the SIM installed in the device? Did you do this update to iOS 9.2 via the device or via iTunes? Also, where are you reading this regulatory information? The only thing you could do as far as the iOS is concerned is to restore to factory. Use iTunes to restore your iPhone, iPad, or iPod to factory settings - Apple Support

Is this a phone SIM, or a specific data SIM? How do you know what model it is, and what do you base this on? And again, where are you seeing this regulatory information? Again, my post has a link for restoring the device.

Dec 23, 2015 10:00 AM in response to Stodiaby ChrisJ4203,Don't worry about English. Getting to that regulatory information is different on my device, that is why I wasn't sure. Cellular settings don't pop up, the area should be located under the first section close to Wi-Fi. Even with the SIM removed, it should still pick up on the hardware being cellular capable, and the correct settings should appear. The ability to make changes to cellular settings is carrier specific as well. I'm not sure a phone SIM will work in the iPad. I've read of it not working at least. I have no experience with it. I'm located in the US, so it is hard to say how things work where you are located. I suggest you check with the carrier about the correct SIM to use. I would remove the SIM for right now and then restore the device to factory. If you have any problem with that, then the device could have been jailbroken in the past, and may require you to try a restore via DFU mode.
