Q: My ipad 2 is 3g wifi. But IOS 9.2 is installed as Only wifi. I don't know why. How could i repair this?

My ipad 2 is 3g+wifi. But OS is installed as wifi only and cellular settings won't show. And regulatory shows my model is A1395. But it's !1396. I don't know why. How could i repair this? IOS 9.2

    I've never seen this type of behavior before. However, cellular settings come from the carrier and their carrier file. Do you have the SIM installed in the device? Did you do this update to iOS 9.2 via the device or via iTunes? Also, where are you reading this regulatory information? The only thing you could do as far as the iOS is concerned is to restore to factory. Use iTunes to restore your iPhone, iPad, or iPod to factory settings - Apple Support

    Has your iPad ever been Jailbroken?

    Have you ever installed an update from a source other than Apple?

    Have you attempted a downgrade of the version of iOS?

    It's a second hand IPAD and i don't know if it's jailbroken before. Inserted my sim and nothing pops out. Updated via itunes.

    Nothing pops out"? What exactly does that mean? Are you expecting a popup on the screen for your cellular settings? Is this a phone SIM, or a specific data SIM? How do you know what model it is, and what do you base this on? And again, where are you seeing this regulatory information? Again, my post has a link for restoring the device.

    Yes. i was expecting cellular settings to popup. It's a phone sim. Restored so many times and it didn't help. Tried to downgrade too, but failed. Searched IMEI and serial numbers on google and knew my model. My english is bad, sorry IMG_0135.PNG

    Don't worry about English. Getting to that regulatory information is different on my device, that is why I wasn't sure. Cellular settings don't pop up, the area should be located under the first section close to Wi-Fi. Even with the SIM removed, it should still pick up on the hardware being cellular capable, and the correct settings should appear. The ability to make changes to cellular settings is carrier specific as well. I'm not sure a phone SIM will work in the iPad. I've read of it not working at least. I have no experience with it. I'm located in the US, so it is hard to say how things work where you are located. I suggest you check with the carrier about the correct SIM to use. I would remove the SIM for right now and then restore the device to factory. If you have any problem with that, then the device could have been jailbroken in the past, and may require you to try a restore via DFU mode.
