Q: Personal hotspot

I Have a iPhone 5s and my iphone is not letting me enable personal hotspot after a software update and I used my own Apple ID and I am the only one who uses it I have cellular data on and it is still not working. I don't have any other Apple device I just have a iPhone 5s
