I bought a used iPad Air, and every time after I switch on the screen and enter my passcode, I get the following notification. When I go to Settings, it says there are no updates available and that my iPad is up to date. The current iOS version is 9.1, but I know there's a 9.2 because my iPhone has it. What does "please update from the iOS 9 beta" mean?

This means the iPad is running the iOS public or developer beta.
What does that mean?

Go to settings then general then about then look at the part that says version. What does it say?
Get your money back. The ipad would need to be unenrolled in the program.

He has specificly said that this is not working.
You can try recovery mode, but know that it will completely wipe the iPad. I don't know how this will work if you are not unerolled from the program though. Are you signed in with your apple id and icloud? If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
I can't get my money back. I purchased it on eBay and the sale was final.
It's version 9.1.

Go to Settings.Profiles and delete the Beta profile installed.
YYes I'm signed in with Apple ID.
Where is "Profiles" within Settings? I can't find it.
Go to settings then general then scroll down and tap profiles. tap the beta profile. Tap the delete button. If you don't see it there go back one menu slide the beta profile to the left and tap delete.
