If you need to reinstall the iOS, do so by following the instructions in this support document to restore your device to factory. Use iTunes to restore your iPhone, iPad, or iPod to factory settings - Apple Support

If not, then use this to restore without a computer. Erase all content and settings on your iPhone, iPad, iPod touch, or Apple Watch - Apple Support Otherwise, you will need to borrow a computer to restore.
