finding previous owner info (icloud)

I'm sorry, but as this is a second-hand phone which is Activation Locked, no-one but the person who set the lock can unlock it. Apple cannot do so. If you cannot contact the previous owner then I'm afraid the phone is permanently useless.

I'm sorry, and I sympathize with your frustration, but the only way to get the phone working is for the person who set up the Activation Lock to either give you their ID and password, or remove the phone from their list of devices. There is no other workaround. Apple cannot unlock the phone, and privacy laws prevent it from telling you the previous owner's details - even if it knows them, which is not necessarily the case. Basically the person you bought it from has cheated you.

Well, this thread does not exactly refer to your problem. Did you have Find My iPhone activated on your device? If so, then did you log into www.icloud.com to see if you can locate the device? If Find My iPhone was activated before the device was stolen, then Activation Lock will prevent the thief from using the device. Did you have a passcode on it? If not, then I suggest you change your Apple ID and iCloud passwords and also any other passwords that you had for accounts you were using on the phone.

You cannot get it from Apple or anyone here. You would need to get in touch with the previous owner either through the person you purchased the phone from, or you cannot. Privacy issues prohibit Apple or the cellular carrier from releasing any of that information. If the person you purchased it from is not the former owner, then there is the possibility that the device you purchased is stolen.

You will also find very soon that all mobile devices will have the similar anti-theft technology installed. In the United States, the FCC is mandating this, and additional laws are being passed in local jurisdictions that will prohibit the sale of devices that do not contain the technology.

That's not the answer, the answer is buy from a bonefide source.
