Thank you for visiting Apple Support Communities.
I see that some Whatsapp notifications can't be cleared from Notification Center until you restart your iPhone.
The following steps may help with this situation. They come from the support article If an app you installed unexpectedly quits, stops responding, or won’t open.
Check for iOS and app updates
- Make sure that you're using latest version of iOS.
- Open the App Store and tap Updates.
- If updates are available, tap Update All.
- If asked, enter your Apple ID password.
You might need a Wi-Fi connection to update some apps.
Note: You may want to back up your iPhone before completing the next step--How to back up your devices using iCloud or iTunes.
Delete and reinstall the app
- Tap and hold the app until it jiggles.
- Tap the

- Press the Home button.
- Go to the App Store and download the app again.
- Wait for the app to download, then open it from the Home screen.

I don't know how suddenly the problem got rectified. Maybe the update of the whatsapp solved the issue.
