Relating recurring SMS charges
I have been charged for registering to iMessages 10 times in a month by sms services. Why do i have to frequently register my same device without any change of sim card or any changes at all???

Check in Settings to see if your iMessage and FaceTime are activated. Then check with your carrier, since supported carriers do not charge for the activation SMS. Sounds like you are not using a supported carrier.
