From your question, it sounds like Safari is quitting unexpectedly and your iPhone is restarting unexpectedly as well. I know situations like this can be frustrating, but we are here to help!
If I understood your situation correctly, to begin troubleshooting these situations I first suggest closing Safari completely. Information on how to quit an application can be found in the following article.

Once Safari has been closed, restart your iPhone as described in the next article.
Restart your iPhone, iPad, or iPod touch - Apple Support
Test Safari after your iPhone restarts to see if the issue continues.
You also mentioned your iPhone is restarting randomly. If this situation continues, I would suggest reading over and working through the suggested steps from the next article.

Thank you very much for your help on Christmas Day!
I have tried closing it and restarting my phone but the mail app is crashing still. Do you have any other tips? My iPhone 5c is on the latest IOS.

Thanks for replying to let us know that the issue continues. Before proceeding with the next step, please make sure you have a current backup of your iPhone in either iCloud or iTunes.
How to back up your devices using iCloud or iTunes - Apple Support
The next step I would like you to complete is a reinstall of iOS on your iPhone. This will install a fresh copy of the iPhone Operating System on your iPhone and help isolate the issue. This step should not affect any data on your iPhone, but it is always recommended to have a current backup.
To reinstall iOS on your iPhone, please follow the steps from the If your device turns on but gets stuck during start up section in the following article.
- Connect your device to a computer and open iTunes. If you don't have a computer, you can borrow one, or go to an Apple Retail Store or Apple Authorized Service Provider for help.
- While your device is connected, force it to restart. Press and hold the Sleep/Wake and Home buttons at the same time. Don't release when you see the Apple logo. Keep holding until you see the Recovery mode screen.

- When you get the option to restore or update, choose Update. iTunes will try to reinstall iOS without erasing your data.

iTunes will download the software for your device. If it takes more than 15 minutes, your device will exit recovery mode and you'll need to repeat steps 2 and 3 again.
