You access the special characters by using the option key shortcuts. See for example
http://symbolcodes.tlt.psu.edu/accents/codemacext.html
Also you can use the Keyboard Viewer

The US or ABC Extended keyboard has nothing to do with that. To get the Emoji palette you open the Character Viewer. This is normally done via Edit > Emoji & Symbols.

You can still do that if you want by going to System Preferences/Keyboard/Keyboard and checking the box for "Show Keyboard Emoji & Symbol Viewer in Menu Bar." Then you will have an item in the keyboard menu called "Show Emoji & Symbols". For all versions of OS X before El Capitan the name of the item in that menu was "Show Character Viewer".
