Q: I want to move my itunes library from my old PC to my newer Mac but the files on the PC are in the old file structure. How do I do this?
I'm afraid if I follow the instructions here (How to move your iTunes library to a new computer - Apple Support), it will mess things up on my Mac as the file structure is totally different. Is there a way to first convert the file structure on the PC to match the file structure on the Mac? I've upgraded the the version of iTunes on the PC to 12.1.3 (which it is telling me is the latest). I've tried following the instructions here: iTunes: Understanding iTunes Media Organization - Apple Support but there is not an option for "Upgrade to iTunes Media Organization" when I go to Organize Library on the PC. Any advice is appreciated.

Under Edit > Preferences > Advanced turn Keep.... off it is currently on. Click OK.

This should fix up the internal layout of the media folder. If the files don't move into the standard folders, e.g. <Media Folder>\Music\<Album Artist>\<Album> then see Repair security permissions for iTunes for Windows and start over after performing repairs.
Close iTunes. Rename iTunes Music as iTunes Media. Start iTunes. Check under Edit > Preferences > Advanced that the media folder now reads C:\Users\<User>\Music\iTunes\iTunes Media. If not click the Reset button. Close iTunes and reopen.
Your library should now be in a portable shape.
