Q: Motion & Fitness - iPhone 5 Compatibility?

The built in "Motion and Fitness" functionality for tracking steps, distance, and elevation changes works great on my iPhone 6S. I evangelised this to my family and they were excited to use this. Which seems to be fine and well on my mum's iPhone 5S. But the functionality seems to be missing from my dad's iPhone 5. To check I went back to my old iPhone 5 too and found the same - no option to enable this functionality despite us all being on iOS 9.2.

 

  Could someone please confirm or deny for me definitively whether or not the 5 is capable of using these functions?

  And if it IS capable how would I go about getting it up and running?
