It depends on how much money you have to spend and how much storage space you need.
Bear in mind that there's no way to expand the iPad's storage, so what it has in it is what it has.
Also, a 32 gig iPad has about 28ish gig of usable space. The 128 gig maybe 112 or so.
Either one is perfectly fine for sketching, drawing and painting.
Don't forget to include additional cost ($100 U.S.D) for the Apple Pencil.

If you can get by with a 32 GBs (approx. 28 Gbs of actual data storage) and just a WiFi only model, this will be the cheapest price for an iPad Pro.
The 128 GBs (approx. 114 GBs of data storage) model is another $200 U.S.D. more at pretty much $1000 U.S.D. for the WiFi only model.

You can supplement the iPad storage with external WiFi enabled, wireless portable hard drives and WiFi enabled wireless USB flash drives for local, external storage that are cheaper and have much larger storage capacities to save your iPad data to.
I've seen reports of the 32 GB Pro having as little as 20 GB of actual storage. Definately check into this before buying. If true those 20 will fill up fast.
...more realistically check out the problems people are having. My iPad Pro crashes often (no apps installed yet, other than those supplied!), won't switch on after charging, has screen corruption problems and sound issues. A Google search would suggest that I am not alone. Think this is an emerging issue. Really not the usual Apple experience for me. Before getting one check these teething issues, lest you end up being frustrated like us early'ish birds. Actually found my IT team reconsidering large Surface Pro type tablets today. My affinity to Apple is wavering...
