I have 3 iOS devices using my iTunes account. I have over 300 songs, but they don't all show up on the other 2 devices. I've reset the devices, signed out and back in to my account On them as well, but they're still only showing 100 songs. Why is this?

I understand you are using Apple Music and you have over 300 songs on one iOS device but the songs are not appearing on your other two devices.
First please make sure everything is up to date and setup properly.

Then make sure your songs are available to Apple Music.
Add music from your own collection to your Apple Music library - Apple Support
