Try force restarting your watch: Press and hold both the side button and Digital Crown for around 10 seconds, until you see the Apple logo.

Dec 25, 2015 1:03 AM in response to tmmieby Jonathan UK,If the watch was prompting you to enter the password for someone else's Apple ID, then it has Activation Lock enabled.
Unless you can arrange for the previous owner to remove Activation Lock, your watch will need to be returned for exchange or refund:

Dec 25, 2015 1:18 AM in response to tmmieby Jonathan UK,It is also possible that you either accidentally turned your watch off or that it has automatically entered Power Reserve mode (due to the battery being low).
To turn it back on, press and hold the side button until you see the Apple Logo.
If the watch entered Power Reserve due to a low battery, you may need to charge your watch before you can turn it on. Ideally, allow up to around 2.5 hours to ensure that you have charged it fully.
