Why am I not allowed to stream movies on kids device with family sharing?

i can stream my purchased movies on multiple devices all under my apple ID, but as soon as I assign an Apple ID to one of my kids (7 yrs), the family sharing takes away the ability to stream movies. It only allows me to download them. What a waste when a 16gb iPad only holds a couple of movies.

Apple needs to fix this ASAP.
