How are you using iCloud? Are you sharing the photos with My Photo Stream or with iCloud Photo Library?
My Photo Stream is only transferring the photos, but iCloud Photo Library will transfer the albums as well. See this link. Use Photos and iCloud Photo Library on multiple Mac computers - Apple Support
Have you revealed the albums in the Sidebar? There is a hidden SHow/Hide button to the right of the title "Albums" that will appear, when you hover the pointer there.
To show the sidebar, enter the key combination ⌥⌘S .

No, I have all iCloud options enabled and all albums and smart albums do sync across all Macs.
Has the original upload to iCloud finished, or are you still seeing a progress bar in the Photos > Preferences > iCloud panel? You may still have to wait for the initial upload to finish if the panel is not showing "Updated just now".
