Why does "never play this song" never work?

I keep "never play"ing several songs that keep showing up on multiple related channels that seem very dissimilar to the content I've selected. Hours or days later, they magically reappear. What gives, Apple? It will be hard to compete with the other platforms you block when your product seems focused on marketing artists that people do not want to listen to.
