Powerbook G4 will not boot

I am unable to boot my Powerbook G4 15' beyond a grey screen with a flashing question mark in a file folder. I wonder if the message to me is that my hard disc drive has crashed?

PowerBook, 1.5 GHz (BT 2.0)

Clickhereand follow the instructions. If you reach the third set of steps, insert a Mac OS X install disk.

Thank you for your response. I am unable to go beyond the flashing question mark in the file folder icon. Unfortunately, I do not have access to the Mac OS X install disk at this time.
