Q: How do you reset your backup email if you can't send a verification change for iCloud

well when I kept trying to do my security questions that I knew said it was wrong and locked my apple id so I try to change it by it wouldn't send it to my backup emaa so im very mad. i can't even use iTunes now

iPhone 6s, iOS 9.2
