I understand that you are receiving a prompt to update iTunes before it can be used with a new iOS device. I would need more information on what version of iTunes and Mac OS X version you currently have installed to provide a better answer. However, let's start with making sure that all updates have been processed for your Mac.
How to get software updates for your Mac
If all updates have been processed, let's test connecting your device in a new user account.
How to test an issue in another user account on your Mac
If the issue persist, please reply back with the requested information and I will provide additional troubleshooting steps.

The Mac OS X is 10.6.8 and itunes 11.4(18)
I went to software updates on the Mac and there is nothing to install. Tired both Software update from the menu and also in the about this mac button.
I also tried plugging in a device into my Mac under a different user and get the same problem.
When I plug one of the 2 ipads into the mac, the iphoto launches and brings up the photos. But the itunes message appears when I launch itunes. (2 ipads because I want to move from and older one to a new one that I have from my son.
With my current iphone 5 I can do all things expected. I want to move to a hand me down iphone 6 from my son, but get the same message from itunes on the new phone 6.
One difference I can see. My ipone 5 has iOS 9.2. The other three devices have iOS 9.2 beta. My autistic son must have put this beta version on the devices. Each time I start a device and get past the pas code a message come up stating a new iOS update is now available. please update from the iOS 9 beta. I don't know how to do this becasue in the settings general software update it states your software is up to date.
Possibly the beta s/w is the issue, but I don't know how to replace the beta with regular sw.

Thank you for the follow-up and I appreciate all of the details that you provided. iOS 9 does require iTunes 12.3 or later which also requires your computer to be updated to 10.8.5 or later.

• Addresses an issue where songs you loved on iOS did not appear loved on iTunes
• Supports two-factor authentication to secure your Apple IDSystem Requirements
- OS X version 10.8.5 or later
- 400MB of available disk space
- iTunes in the Cloud, iTunes Match, and iTunes Radio availability may vary by country
- iTunes Extras require OS X version 10.10.3 or later
I am not sure what the specs of your Mac are, but chances are that you can update to El Capitan which will support iOS 9. Take a look at the article below for more information on upgrading. Keep in mind that when you update your operating system some older 32 bit programs may no longer function and it may cost to upgrade those programs.
Once you have updated your system and here are the steps to go through to install the current iOS version available via iTunes.
Go back to the current version of iOS
If you're using iOS beta and want to go back to the current version of iOS, follow these steps:
- Make sure that you're using the latest version of iTunes.
- Put your device in recovery mode and restore it. If you turned on Find My iPhone, enter your Apple ID and password after the restore to activate your device.
- If you can't finish the restore, get help.
- After the restore is complete, you can set up your device from your archived backup. This backup should be from an earlier version of iOS.

If your device has a prerelease version of iOS and you restore the device to an earlier version of iOS, you might not be able to restore your backup. This can happen if the backup is from a later version of iOS. For example, if you restore your device to the current version of iOS and try to use a backup that you created using a prerelease version of iOS.
