It sounds like you have verified that Contacts is enabled in your iCloud settings on your iPad and your iPhone but they aren't syncing up like they should. I would first check to see if the contacts are showing up at www.icloud.com. If so then the iPad is the device that needs to be looked at, and if not then its the iPhones settings that need checked. Once you have determined which device needs it, I would check use this article to help you troubleshoot the issue here:

Dec 27, 2015 11:57 AM in response to sterling rby Happy elf,This helped a lot. Turned out that I was also using gmail to store contacts so I had to import them to iCloud. However I still have the same problem which is my iPad is still not showing those contacts. My iCloud account is showing them as well as my iPhone (which now is set to only show iCloud contacts). This is occurring on two different iPads so I must be missing something. I have already turned iCloud off for contacts the turned it back on to see if that would help and it still is not showing them. Any advice?

Dec 28, 2015 2:53 PM in response to Happy elfby sterling r,Alrighty, thanks for the update! As long as the same Apple ID is being used on the iPads I would next quit the Contacts and Settings apps on both iPads:
1. Press the Home button two times quickly. You'll see small previews of your recently used apps.
2. Swipe left to find the app you want to close.
3. Swipe up on the app's preview to close it.
When you have done that restart the device and test the issue again:iOS: Turning off and on (restarting) and resetting
If it still persists I would outright sign out of iCloud on the iPads, repeat the process above and sign back in:
- Tap Settings > iCloud on your iOS device. If you see the option to sign in, you can change your Apple ID now.
- Scroll down and tap Sign Out.

- Tap Sign Out again to confirm. After you sign out of iCloud, you might not be able to access some of your data that's stored in iCloud until you sign in again. If you're part of a family, you need to sign back in to use Family Sharing.
- Choose Keep on My iPhone or Delete from My iPhone when you're asked what you want to do with your iCloud data.
- Enter your password to sign out.
