It sounds as though you are trying to change your Apple ID, but when you do so, it tells you that the email you want to use is in use with another Apple ID. Yet when you try to sign in with that email as an Apple ID, you are told that it is not an Apple ID. Is that correct?
I believe that the email you are attempting to use, while it may not be an Apple ID on its own, may be in use with another Apple ID, either as an Additional email address or a Rescue email address. See this article - About your Apple ID email addresses. The article also describes how to remove a rescue email address.
Once the address has been freed from association with another Apple ID, you can use it as an Apple ID by changing an Apple ID to it. Change your Apple ID. Note that you can not change an Apple ID ending in @iCloud.com, @me.com or @mac.com.
