It looks like you can't send email from your iPad after changing the password for your Hotmail account. I know this can be a frustrating situation.
In addition to checking the email account settings and restarting your iPad, make sure the device is connected to the internet. After this, I'd recommend removing and re-adding the email account using these steps:
Remove the affected email account from your device with these steps:
- Tap Settings > Mail, Contacts, Calendars.
- Tap the email account.
- Tap Delete Account.
- Add your account again.
