I did see the notification from "family sharing" that their accounts were set up but that's the only notification that I have regarding iCloud family sharing. I think we're just going to have to battle the store tomorrow.

Ask to Buy not preventing download on child account
You can try his workaround - enable restrictions, but if you do go to the store and they can't fix it, ask them if they think it is a good idea to submit report to Apple engineering - you may have encountered a bug in ios 9.2.
