Q: Do I need to replace my MacBook Air charger?

I've had my MacBook Air for just over a year, and I noticed that the rubber surrounding the wires in the charger had started to split, near where you plug the charger into the laptop port, about four months ago. It's been fine since a few days ago, where it would sometimes stop charging even though the laptop is plugged into the charger, and my battery is draining incredibly quickly. Usually the battery would last for a good six hours or so before needing to be plugged in, but I've noticed tonight that my MacBook went from 100% to 20% (with the battery percentage turning red already).

 

Is it usual for chargers to break so quickly? Would I be able to get a new one from my local Apple store, and if so, how much would it cost?
