I understand that you are unable to download a specific app, WhatsApp Messenger, from the App Store on your iPhone. To begin troubleshooting this situation, there are a few different steps I would recommend.
First, sign out of the iTunes & App Stores on your iPhone. If you need a reference on how to complete this step, please refer to the iTunes, iBooks, and App Store section from the following article.
Sign in with a different Apple ID on your iPhone, iPad, or iPod touch - Apple Support
Once signed out, I would next suggest quitting the App Store as described in the next article.
Force an app to close in iOS - Apple Support
After the App Store has been closed, restart your iPhone.
Restart your iPhone, iPad, or iPod touch - Apple Support
Once your iPhone restarts, sign back into the iTunes & App Stores as described in the first article.
If the issue continues, please let us know exactly what happens when you try to install this application.
