It sounds like you are trying to update PowerPoint on your iPad but on going to the App Store it won't let you, showing an "Open" button, instead of "Update." Is that correct?
The first thing I would try would be to quit all applications and try again. See this article - Force an app to close in iOS
Next, restart the iPhone - Restart your iPhone, iPad, or iPod touch
If you are still unable to update your version of PowerPoint, I would next delete the installed version and reinstall it. To delete the App follow the instructions in this article - Delete music, movies, apps, and other content from your iPhone, iPad, or iPod touch.
Specifically -
Delete an app
Remove an app using the steps below:
You might be asked to confirm that you want to delete the app. If you see a pop-up that says, "Deleting [app name] will also delete all of its data," tap Delete.
Once removed, you can reinstall the app by using the steps in this article - Download your past purchases. Note that there is no charge.
Redownload an app
On an iPhone, iPad, or iPod touch
At that point you will have the most recent version of the app.
