Location Services issue after updating to El Capitan from Yosemite.

OSX El Capitan Version 10.11.2 (15C50)
I have had this issue since first upgrading to El Capitan. I have tried everything and searched the internet over for a solution. I was wondering if anyone else has had this same issue and if anyone knows a fix for it. Location services do not work for weather, find my iPhone or maps. I have went in and signed out of iCloud and signed back in. I have disabled and enabled locations services. My iPhone location services work just fine but on my macbook they simply do not work. And when I do go to iCloud it shows my macbook as offline. Sometimes if I shut down and restart my computer I can get the weather to load the location for a moment and then it will go away. http://imgur.com/a/FjEsB I would also like to add that I can get the weather to work if I go into system monitor and force quit the locationd process the weather location will work but it will only work a little while if I want to to work again I have to kill it again.
