Children's which apple id's indicate they are under the age of 18 are eligible to be under the ask to buy feature.
For children under the age of 13, you may create an apple id for them through family sharing that automatically turns on the ask to buy feature.

Dec 26, 2015 5:08 PM in response to wymarketingby gdamato17,The 14 year old may, but if you want to turn on the ask to buy feature for the 12 year old, you must either have him/her share with the 14 year old, or he/she may transfer her account to family sharing.

Dec 26, 2015 5:53 PM in response to wymarketingby wymarketing,Update on this, I had my 12-year old update her ID account and it sent an email approval to me which I did. Turns out that it was considered an invalid birthday token. My 14-year old was able to successfully change her birthday w/o an approval. In troubleshooting this with Apple, it turns out we have two different Apple IDs for my 12-year old - one that is on her device itself and one that is in iCloud. Working to fix that problem now.
