I understand that you purchased some ringtones and now it seems like you are being charged for those ringtones on a regular basis. If you are continuously being charged, I would first check to see if if you have inadvertently signed up for a subscription service.
View, change, or cancel your subscriptions - Apple Support
If so, the information in the above article will help you cancel that subscription. If you do not see a subscription, check your purchase history to see what is actually being charged to your account.
