I understand that you are trying to install El Capitan, but the installation process never completes. To troubleshoot this situation, I would recommend restarting your computer and starting up in safe mode. Instructions for starting up in safe mode can be found in the following article.
Try safe mode if your Mac doesn't finish starting up - Apple Support
After starting up in safe mode:
1. Check About this Mac and see if if your computer has been updated to Mac OS X 10.11 El Capitan. If it has, restart your Mac and log in to your main user account.
2. If you are still on your previous operating system, restart your Mac and try to install El Capitan again from the Mac App Store.
