Three finger fast scroll option missing

Noticed after I upgraded to El Capitan, there is no long the trackpad option for 3-finger fast scrolling. Like when you're on a webpage, you used to be able to swipe up or down with three fingers to quickly go to the top or bottom of a page. I can no longer find that option but used it quite frequently. Anyone know if there's a way to get it back?

Turns out this is an option that pertains to the internet browser, not the OS. I had switched over from Firefox to Chrome around the same time I upgraded to El Capitan, so I assumed it was the OS's issue. So just a heads up for anyone that reads this. I believe Firefox and Safari allow you to use the 3-finger fast scroll. Chrome does not, unfortunately. And no extensions that I can find will allow you to do it either.
