I want to connect another computer to my 27 inch Thunderbolt display. The other computer has a VGA and HDMI output. How can I connect this to the display? Is there a cable or adapter that takes an HDMI signal and converts it to Thunderbolt?

You can't. Thunderbolt is more than just video. It transfers data as well.
You cannot convert a video only source like VGA or HDMI to Thunderbolt. because you cannot produce the data stream TB requires.
