Photos that have been synced to the iPhone from the computer are removed using the same process, a sync. See this support document for assistance with that process. Sync photos from your computer to your iOS device using iTunes - Apple Support See the section on Delete Sync Photos.
You can delete the photos in the Camera Roll individually, or remove them using the photo utility you used to import, just check off to delete after the import.

I would like to save these pictures. they are of my mother and I don't want to loose them. thanks again Chris

When you connect a device to Windows 8.1 and it has content on it, then it should recognize that it is a camera, and allow you to import the photos. iTunes does not import photos. If the import utility does not start, or you are not prompted to import the photos to the computer, then you can go to Computer, find the iPhone listed in removable devices, and then right-click on the device and select to import the photos. If the standard import utility opens, then you should see an option to delete the photos once imported. If you do not see that, you would have to delete the photos individually on the iPhone. Let me know if you have any additional problems.
