When I click on a dock Icon I can no longer drag it. When I click it it reads like a "secondary" click." How can I fix so I can click and drag?

First make sure you are not a victim of the "Force Touch" touchpad. If you press too hard, it will act as a secondary click. Try gently pressing the pad with 1 finger while dragging with the other. Sometimes you have to use 2 hands until you get used to the pressure required on the new MacBook.

If this is indeed a force touch issue follow jjzone44's advice above, its right on.
