icloud not syncing calendar between Outlook, iPhone, iPad

Hello,

iCloud for Windows, iPad iOSs and iPhone iOS are all at current levels. Using Outlook 2010.

This has been working for several years without a problem, then suddenly today the only calendars that sync are between Outlook and iCloud. Using my iPhone as a test, I have done a manual sync on the Apple calendar, and I have also logged-off and then logged-on to iCloud with an iPhone reboot in-between these two steps. The problem remains.

Another symptom is within Week Cal, my primary calendar application that uses the Apple calendar as its data conduit. I have enabled the sync-to-iCloud function, yet it says that iCloud isn't available.

Something is preventing my two devices from connecting to iCloud, yet when I login to iCloud it lists them under My Devices and shows that I am signed-in.

I have no idea what else to try or test.
