On your iPhone, go to: Settings > General > Siri - check that this is enabled.
On your Apple Watch:
When creating a message or replying to one, tap the Microphone button, dictate what you want to say, then tap on Done.

You can also dictate a message entirely by using Siri:
- To activate Siri, either raise your wrist to wake the screen, then say "Hey Siri" or press and hold the Digital Crown until Siri activates and you feel the haptic pulse.
- Dictate your message in this way: "Hey Siri, tell <name> <what>". For example, "Hey Siri, tell Bob I'm on my way".
- When you have finished speaking, Siri will confirm on the screen both the message you dictated and to whom it will be sent.
- You can then either tap on the Don't Send button (to cancel the message) or lower your wrist, after which the message will be sent automatically.
