You'll need iTunes 12.3.2 to sync with the latest iOS 9.2.

Which version of OS X have you?

    System requirement

    • OS X version 10.8.5 or later, Apple Music requires OS X version 10.9.5 or later

I have OS X version 10.6.8.  When I check for updates it tells me I have the latest version of OS X, does this mean I need to purchase the latest update?

You need to update your Mac at least to OS X 10.8.5 (Mountain Lion) before you can update iTunes.

You can try the El Capitan upgrade.  It is free but do not install it without first thoroughly checking your computer's profile information, particularly RAM.  Computers old enough to run 10.6.8 may slow down significantly when jumping several OSX versions as you would be doing in installing 10.11.

OSX 10.8.5 does have to be purchased.

You make absolutely no mention of your computer model so we can't help you in making recommendations or if it is even possible for you to updrage to an OSX version which can run the newest iTunes.  To get more information about your computer, go to the Apple in the upper left corner of any window, then "About This Mac", then "More Info..."  Copy and paste the information here, but omit the serial number and Hardware UUID (if present).
