I understand that your iPad is not connecting to your Personal Hotspot when you turn it on.
Now depending on the situation that might be the case. If your iPad has already joined a Wi-Fi network, it won't automatically join your personal hotspot that you just turned on. That could be a reason as to why that might be happening. Now if you are using iCloud, you can actually turn on and join your Personal Hotspot on your iPhone right from your iPad. That feature is called Instant Hotspot. Just make sure you are signed in to iCloud on your iPhone and iPad and that will ensure that your iPad connects to the hotspot seamless. The only WiFi I allow iPad to connect to is my home. Same with iPhone. Away from home I never allow iPhone to connect to WiFi, using cell network instead. Away from home I never connect iPad to any WiFi. Instead I tether iPad to iPhone. Phone is almost never logged in to iCloud. Neither is iPad.
I will leave home and when I get some place will turn on hot spot on phone. I flip open iPad cover. Sometimes iPad connects to hot spot and other times it does not. I have tried waiting to see what it will do when not connected. IPad won't connect if it doesn't connect right away. In neither case is device connected to iCloud.
It is the intermittent connection I am puzzled about. I can always manually connect.
