How do I reset my security questions Apple ID profile page?

I started with the browser, and went as far as to reinstall, due to other issues combining to make me think that the combined symptoms could ad up to damaged file errors I also have gone int time machine back ups from the beginning of my apple id to search a hidden and pass protected file i create in Terminal, to store all my passwords in. I have no record of this security questions nor a note that i create or update at every point i log in to someplace new. I have done this since the pc only days.

I just tried the log in again, but the recovery option for security questions does not exist on this page in my view. I am a web developer and i am very schooled in OS X. This option is missing from my view. I have no record of it, and Apple has been super evasive when trying to fix any problems related to unsupported OS X. Not even sure this is OS related, but regardless it is becoming a negative issue dealing with my account with Apple, and making me contemplate Linex and HacIntosh OS's.

All the support online and phone lead to the ios/osx gateway. Even when i come on here, i am not able to just choose my id to look at a problem, but through the OS/ios or the year of my computers/iphone.
